Subdividing the types of rural public products according to their technical attributes,making clear who takes the main part of raising funds of some public product according to the financial distributing mode,reasonably dividing the functional boundary among central government,local governments and community organizations,are the requirements to solve the problems of rural public products' shortage,and are the demand to ultimately reduce the bear expenses of farmers,and also are the need to definite the border of farmer autonomy and promote its development.

The Public Goods Supplies On The Perspective Of Floating Rural Peasants--Investigation On Anhui Province、Sichuan Province、Hubei Province
This paper recognizes the rural peasant workers as the floating rural peasants,and hopes to review the situations of public goods supplies on the perspective of floating rural peasants.The paper thinks that providing the better services for rural people and improving the public services level are the necessary subjects for the rural and urban governments.More importantly,the paperfinds that the public supplies deficiency for rural people including the peasants in cities is universal.Especially,It also discoveres that the floating rural people not only feal the deficiency of public goods,also the partial treatments when comparing with the urban citizens,which is not just the issue of needs and supplies,but actually the problem about the political rights,whether these problems can be resolved excellently will affect the government validity and may cause the new governance crisis.

Cooperative Medical-care System And Legitimacy: An Positive Study On Sanitation Politics
This thesis summarizes two types of political development modes in contemporary China's political modernization: welfare politics and right-orientated politics.Taking the cooperative medical-care system as an example,the ruling party and government tend to maintain political stability and broaden legitimacy foundation by means of establishing social welfare system and rebuilding public goods supplying system.Although this transformation reflects political progress in China,single welfare politics pattern without necessary citizen's political participations will not only do harm to social welfare policies' implementation but also weaken authorities' legitimacy foundation.Therefore,this thesis proclaims that the ruling party and government should grant more political rights to farmers and citizens during the rebuilding of social public goods supplying system.This suggestion will be proved a more stable and effective way to strengthen legitimacy for authorities,which is also beneficial to Chinese politics modernization in the long run.

The new rural cooperative medical system is a strategic policy initiated by the central government to promote social equity and balanced development.This policy will surely help to narrow urban and rural development gap,optimize social and economic development and establish a harmonious society when fully implemented.However,this policy which projects to bring well-being to 760 million rural populations still carries some institutional weakness and faces various challenges.If these kinds of problems or negative incentives were not appropriately addressed,the policy effectiveness may be debased or the policy objectives may be deviated,and eventually will injure the healthy operation and its sustainable development.

Zhang Jian's patriotic thought experienced a transition from loyalty to his sovereign to bu min hu guo(without people,without nation),as other elites of modern China.They realized that if they wanted to reform their country radically and to make her strong,they must resort to the public's spiritual and material sources.In modern Chinese history,China had always been invaded by imperialistic countries,so that popular feelings,popular discontent and financial resources of the people would easily integrate with national indignation.This indignation was very cherishable,but if it couldn't be sublimated to a rational sense,it would be misled into general exclusionism.Zhang Jian is admirable in the fact that he realized this danger and stuck to rational practicalism.At the same time,he carried out his patriotism in educational,economic and political reform,even risked everyone's condemnation for it.It is a crucial problem to develop this rational patriotism and how to defend and develop national interest,when we are currently promoting patriotic education.

The article illustrates the forms of the authenticity of the dreams in the literary works.First of all,the authenticity of the dreams in the literary works are embodied by that of narration,which mainly includes the following: the dreams in the literary works and realistic plots(content) penetrate each other;the incentive factors of the dreams in the literary works lie in reality;the narrators of the dreams in the literary works narrate in the air of mixing the false with the genuine.Second,the authenticism of the dreams in the literary works is manifested by the fact that the influential effects of the dreams in the literary works are authentic and genuine,which includes: the forecast of a dream is turned into reality;the evidence of a dream is authentic in reality;the emotional experience of the dreamer is genuine.Third,the authenticism of the dreams in the literary works is manifested by the genuine details of it.Authentic details(namely,daily details) have negative effects on the fantasticism of dreams.Thus,the dreams in the literary works are usually an integrity of fanaticism and authenticism.

Rural Community Development Through Education And Training
The concept of self-strengthening by educating all citizens and applying science in production has pushed educational reforms throughout the last century.As early as 20s and 30s in the 20~(th) century,former education reformers in China unexpectedly saw issues coming along with new western school system as it was transplanted into the Chinese society.The new school system destroyed indigenous education system,which had maintained local society for a few thousand years.Rural China experienced stagnation.However,education reform in the last 25 years did not remove those issues either,but centralized education in every way,in terms of decision making,administration as well as curriculum.Needs of rural development are neglected in the process of schooling.In regard to rural development,it is necessary to establish a social support system that involves rural population and integrate knowledge and skills into action.Non-formal education or learning-by-doing has been a major path through which human beings have developed our own capacities.It is a journey that participants go through in order to construct their own community.During the journal they create new or their own knowledge and skills,to share visions and to take actions together.
