0 Education of Peasant-worker''''s Children: Policy Choice and Systematical Guarantee--Investigation Analysis and Policy Suggestions on the Education of Peasant-worker'''' Children
The education of peasant-worker's children has aroused the government's highly concern and the government is in an effort to solve this problem. This paper, through the investigation of Hubei Province and other cities, analyzes and estimates the quantity size, distribution structure and educational situation of the peasant-worker's children. It thinks that the educational situation of peasant-worker's children is the offspring of current household register system and rural-urban dualization policy. To solve the problem, the government must base on the principle of rural-urban equality and rural-urban unified planning, further perfect current law and system, eliminate the discrimination to the peasant-worker's children, and set up rural-urban unified and just compulsive educational system. It gives suggestion on how to guarantee peasant-worker's children's educational interests and how to perfect corresponding law and system.

0 Educational Policy of Mobile Children: A Perspective of Multiple Demands for Education
With the development of urbanization and modernization, the problem of mobile children's schooling is more and more important in China. This paper addresses a theoretical framework for reflecting the role of local government and educational policies of mobile children from the perspective of educational demand. Results indicate that local government should use different tactics and bear different responsibilities to satisfy the multiple demands for education of mobile children. On one hand, local government must play an active role facing some kinds of educational demand of mobile children; On the other hand, the intervention of local government is limited in considering other kinds of demand. In a word, educational policies of mobile children are flexible and local government has its own choice in specific context.

0 How Should Governments Fund Compulsory Education in Rural China?: A New Perspective
The current fiscial system for compulsory education in rural China is in straits. In order to guarantee universal and balanced compulsory education in rural China, Chinese government should provide totally free compulsory education in rural areaes. Moreover, fiscial responsibility should be shared by different level governments explicitly: (1) the central government should pay salaries for all the teachers in primary and junior secondary schools; (2) the local governments should account for capital investment and non-personnel expenses; and (3) the provincial governments should provide fiscal transfer payment for less-developed rural area and subsidy for poor students.

0 Study on the Normalization of Non-tax Revenue Administration in China
Non-tax revenue is an essential part of government revenue. However, there exist prominent problems on the side of administering non-tax revenue including huge in amount and heavy proportion of non-tax revenue to total revenue, multi-entity and agencies involved in revenue collection, poor management system, all these bring forth much negative effects. In this paper, we explored the various causes that lead to the present turbid situation, and based on such analyses, we put forward a set of schemes on how to reform and normalize the administration of non-tax revenue, i.e. classifying different type of non-tax revenue into categories according to their nature, strictly abiding by the laws and regulations while enforce imposition, continuously perfecting the revenue collecting system. At the meantime, we should facilitate the reforms and restructuring in the fields of financial system, government administration and legal system as well as investment system to support the smooth proceeding of this reform. A series of concrete measures and suggestions were also raised in this paper.

0 Mingled Deform of Personal and Public Relations
Through the investigation, Northern China's villages are different from the differential structure in identity towards norm, especially, in the western village, villagers mingle the rules of personal and public relations, they can seek the private interest through the public relation rules, while they have the possibility to quest public target through rules of personal relations; which remains some functions of traditional villages' patronage network. However, in the following fields, though the new network of patronage can be open, extensive, mass-mobilized, and always be temporary, loose, easily-variable and especially varies with concrete events and interests, its information can be transmitted through personal and public channels, whose shaky distinct boundary allows other people to enter freely. On structure, it is small group-cored, with equal identity, indistinct boundary, without distinctly steady institutionalized structure, all these show that, social relation in western village is different from the typical one, nor the modern public relation is mingled one of these two relations in this mingled relations, private and public events are resolved.

0 New Institutionalism: Another Paradigm Revolution?
The new institutionalism, which inherited, transcended and developed the traditional politics and behaviorist politics, has experienced a developing process of rise, using and self-generalization and self-reflection. According to the relation between institutions and the individuals as political agent, there have occurred three transitions of research approach in the development history of politics as follows: the transition from the primary interactive relation between individual and institutions in the ancient Greek political concept about state to the recognition of "individual is the passive acceptor" in the medieval theocratic politics; the further transition to the view of "individual designs and directs the institutions" in modern political philosophy; and finally the transition which occurred after the behaviorist revolution to the reflection of, and the rethinking over, the relation between them . After the third transition, their relation has become a kind of multi-dimensional, adaptable, harmonious, and interactive relation. Clear consciousness of this relation will do well for individuals to play their role in political life.

Yuan Mei was transferred from Hanlin Bureaus to Jiangnan as country magistrate, which has many causes. The first one is that his mark was the worst in Qingxue, and he wrote QingShuo before etc. But Yuan Mei thought it was because of Qian Long's force. He retired at the age of 33 years old. In fact,it was related to his disappointment to Qian Long. 0 A Survey Report on the Policy of Enrollment and Employment in Teacher Education
The task force made a survey study of the enrollment and employment in teacher education. The results show that a series of new problems have arisen nowadays. The teacher education has much more attraction to the high school graduates, but less to the excellent. A good few graduates of normal universities and colleges are willing to devote themselves to educational undertaking, while only few to primary and secondary school in rural areas. The construction of teacher staff has obtained remarkable achievement, however, some problems are still prominent. To enhance teacher education in China, therefore, it is necessary to reinforce incentive mechanism and emphasize the guidance of the policy. The overcoming of these problems should start from the following aspects: the improvement of the treatment of students in teacher education, the implementing of the preferential policy in the rural areas, the guarantee of teachers' essential treatment and the promotion of teacher quality.

0 Predicaments and Outlet of Current Moral Education in Universities
Moral education in colleges and universities is now confronted with awkward predicaments and severe challenges, concentrating on the contradiction of instrumental values vs. valuable instruments, the contradiction of humane contents vs. scientific methods, and the social moral crisis and the individual belief crisis coming along with the world's globalization and the pluralization of values. To get out of these predicaments, we ought to change our concepts on moral education in colleges and universities and create moral education closely related to the students' real life. In practice, moral education should be life-oriented and course-centered, and school moral education should be combined with group moral education.
