Low Tide,Causes,Characters and Prospects--On the World Socialist Movement in the Early 21st Century
In the early new century, though many sparkles emerged in the development of the world socialist movement, those partial upsurges failed to dominate the development of the movement, while the early 21 st century's world socialist movement is still at a low tide. Because the upheaval of the former Soviet Union and East Europe had an unprecedented blow on the world's socialist movement, because new changes have taken place in the capitalism economy, politics and the social contradiction and because the communist parties in developed countries are in the process of adjusting strategy and tactics and are in the process of self transformation, the low tide of the world socialist will sustain a considerably long period. However, the world socialist movement turns up many new characters in its low tide which embody positive transformative factors, where lies the hope of the world socialist movement in the 21 st century.

New Probing toward the "Japanese Socialist Road" Advanced by the Communist Party of Japan in the New Period
At the turn of the new century, according to the judgment of the new century's situation, the Communist Party of Japan (JCP) put forward that "the democratic reform within the frame of capitalism" is an inevitable way for the JCP leading to socialism. The JCP suggests that, by way of peaceful parliamentary struggle, it is possible to build up a "democratic coalition government" ruled by a system of multiparty cooperation, carry on "the whole value achievement" of the capitalism, engage in the democratic reform within the frame of the capitalist constitution, and finally achieve the goal of socialism.

The Function of Practice and Aesthetic
Practice, as the sensible activities of man changing and exploring the nature and social reality on purpose, has the function of positive establishment, changeable transformation and negative disconstruction. It corresponds with the freedom, quasi freedom, unfreedom and anti freedom of practice, and it also corresponds with grace(beauty), masculinebeauty(sublime), humour, comic and ugliness in aesthetic field. So far there has been much discussion about the establishment function of practice. But the transformation and disconstruction function of practice is neglected to some degree. Actually the transformation function of practice can transform the form of beauty from masclinebeauty(sublime) to the tragic, from the passive humour to the positive comic. The disconstruction function of practice can produce ugliness and the negative comic. So the different form of practice corresponds with the different categories of beauty, the transformation of practice corresponds with the transformation of the categories of beauty.

The Theories of Sublime in Post-modern Times and Practical Aesthetics
The article, explores, first of all, the western aesthetic theorists' main ideas on the category of sublime in ancient times, and modern times, and especially in post modern times. It points out that their deadly weak point is all their theories are not based on the social practice. And the article, combining with social practice, studies the category of sublime based on the practical aesthetics. It then puts forward that the sublime is a conflicting process in which the conflict between the subject and the object in the world is shown. The sublime is the beauty with movement in which goodness and truth, the subject and the object are united from their great conflicts by which man practices in the world.

On the Reasons of the Setback of Regionalism in Southeast Asia at the Beginning of 1960s
At the beginning of the 1960s, there were two regional cooperative organizations the Association of Southeast Asia (ASA) and Maphilindo founded in Southeast Asia. It marked the emergence of regionalism in Southeast Asia. But the regionalism in Southeast Asia came to a premature end before long because of the disintegration of ASA and Maphilindo. The thesis approaches the reasons of the disintegration of ASA and Maphilindo in the deepgoing way from four aspects as national security, ideology, economic benefit and leader's behaviour, thus concludes the factors that restricted the development of regionalism in Southeast Asia.

Primitive Kingship in Homer
It is still open to discuss about the nature of the Homeric political system. Some scholars think that it is a fully established monarchy; some others think that it is only the military leader in military democracy period; still others believe that the basileus was some kind of chief. Based on the evidence of the epics, the paper tries to demonstrate that the kings in Homer had the power to make decisions, the justice and legislation, and the hereditary inheritance to kingship germinated. Therefore, to some extent, there was kingship in the Homeric society. But the exercise of the power of the kings was limited to many fields, and the hereditary inheritance was not absolute, the kingship in Homer was comparatively primitive, which was originated in the ashes of the Mycenaean palaces and was the product of the eastern Mediterranean environment.

Several Law Issues on Voters Registration in Villagers Committee Election--A Comparative Analysis on One Aspect of Provincial Villagers Committee Election Rules
All present provincial villagers committee election rules have some specific items on voter's registration in villager's committee elections. These specific rules not only reach an agreement in some points, but also have some differences. This paper is trying to make a comparative analysis in following aspects: the registration of those has mental problems, the registration of outcome villagers and the registration of villagers without local residential register. The viewpoint of the paper is that the ownership of voting rights and the rights of being selected is different from the possession of voters qualification; one's voting rights cannot be practiced by other people; not being registered as a voter is different from not being accounted in the totality of voters; the present provincial rules on voters registration in villagers committee election are contradictory to laws to some degree.
