0 Network Public Governance:Cooperation and Common-governing
Current governance theory is focusing on:organization governance,the relationship between governance and development,the quality of public governance and how governance should be organized, among which people lay special emphasis on the formation of governance. Based on the latest research of governance theory, this paper brings out the hypothesis of network public governance, which consists in two parts of multi-level governance and partnership governance. Taking the practice of European local governance as an example, it expounds the operation of network public governance.

0 A Study on the Plural Supplying Modes of Public Service
It was more than twenty years ago since many countries have redesigned their governmental governance system. In essence, the goal of these reforms is to reconstruct the relationship between country and society, and the relationship between public sector and private sector, which firstly gives expression to rearrange the system of public service, namely, it is permitted that plural modes co exist in the supplying structure and supplying process in order to improve the supplying level. At present, there are at least three supplying modes in the domain of public service in many countries, including authoritative typed supply, commercial typed supply, voluntary typed supply. The analysis on the experiences of these reforms will benefit China.

This paper summarized the general trends of the dec en tralization of environmental governance in rural China, following the analysis o f the international concept on governance and stakeholder. Through the case stud y in a watershed governance in Yunnan, China, it analyzes and assesses the perfo rmance, pattern, and extent of village participation of the decentralization of environmental governance. And it raises several issues related to the decentrali zation in China.

0 Corporate Property Rights:A Theoretical Hypothesis and It''''s Policy Implications
This paper argues that both ownership and property ri ghts mean the exclusive rights on scarce resources, but the latter are the resul ts of competition. After the formation of ownership, property rights become the feasible assets ownership when competition reaches equilibrium, and they can be established on the behaviors of the owners and their contests. Therefore, it add resses the formation processes of corporate property rights. The corporate prope rty rights display on three forms: the ownership which can be exercised directly by the stockholders (R 1), the legal person property rights of the corporation (R 2), and the partial rent-containing property rights which the management gr oup grabs of the stockholders in public domain by means of their competitive adv antages(R 3). Their allocation ratio constitutes the arrangement of corporate p roperty rights.

0 The Hypothesis on the Same Track System Change
The different system change mode has different suppl yi ng way. The supplying has decreased accumulatively under the system change of th e compulsion and has increased accumulatively under the system change of the inducement. The arcticle brought out the preceding hypothesis firstly, and then tested the supplying mode under the system change of the inducement by the rural system change of China. The conclusion is that the same track system chan ge has increased accumulatively under the system change of the inducement.

0 The Basis of Property Right to Justice and Efficiency--The Analysis of Property Right to Start Justice and Result Justice
Regulation justice, opportunity equality, efficiency priority is the justice-efficiency viewpoint of start justice which means right equality. Its basis of property right is the regulation arrangement which ada pts to the exclusion of property right in market economy. Keynesian's justice wh ich means income equality is the justice-efficiency viewpoint or result justice that means rights equality. It's basis of property right is also the exclusion of itsownership. Marxism's justice on the ownship of production and the justice of labor equal income are the justice-efficiency viewpoint of right equality. Its ba sis is the regulation arrangement of non-exclusive ownership. Socialism's marke t economiy needs the combination of start justice of right equality and result justice of income equality.

0 The Consciousness of Elite and Cultural Wuhan
In view of the "Summary for the Const ru ction of Wuhan as a Cultural City" drawn up by the municipal government, as well as the corresponding cultural industry development plan, the article reviewed t he magnificence in the history of Wuhan, and appealed the contemporary Wuhan peo ple to carry forward the spirit of the 1911 Revolution, i.e. "daring go to the w orld first", and to regard the cultural product as industry product, so as to ma ke the high-quality goods. At the same time, it suggested the government to pay great attention to the overall plan in the cultural reconstruction aspect, the resources conformity, and the full display of private-own enterprise and private-own entepreneurs' functions.

0 On the Cultural Contradiction and Cultural Construction under the Condition of Market Economy of Socialism
Under the condition of market economy of socialism, th e culture contradiction, reflecting on the form of productivity, is the contradic tion between physical product and mental product, the contradiction between soci al efficiency and economic efficiency of cultural product on the value of prod uc t, the contradiction between non-commercialization in culture and commercializa tion of cultural product in the relationship between culture and market, the con tradiction between elite culture and popular culture in cultural types. To solve the contradictions above is an important task during the elementary perioal of socialism in cultural construction.

Hegel thinks the grotesque of eastern art mainly ha s three patterns:mixing natural elements with human elements irreasonablely;displ aying an object excessively and distortedly;duplicating extremely or increasin g limitlessly an element or function of an object abnormally.Hegle's discussion on grotesque of eastern art includes some real knowledge and deep insight. But i t is very narrow that he thinks the development level of eastern art is low and is difficult to understand. In fact, there are grotesques in all kinds of art n o matter in west or east. Grotesque is even a common skill and distinguishing fe ature of eastern art. Grotesque has deep mental root and solid actual basis.

0 A Tentative Analysis of Zhang Yan'''' Ciyuan Influence upon the Posterity in the Ancient Chinese Criticism of Ci
As the survivor of the Southern Song Dynasty, Zhang Y an' Ciyuan became the summarization of one generation. In this Ciyuan, Zhang Ya n canonized Jiang Kui, which suggested that Ci should have the characteristics of Ya-zheng and Qing-Kong. The Ya-zheng is the basic fundamental of criticis m of Ci, the Qing-Kong is ideal state, and also the hightest aesthetic pursuit. The Zhexi school of Ci had formed in the early Kangxi of the Qing Dynasty, and then had developed the Changzhou school of Ci in the ages Jiaqing of the Qing D ynasty, but theoretics of both schools are defferent entirely, although it devel oped from Zhang Yan' theory of Ya-zheng and Qing-Kong. Therefore, Zhang Yan' Ciyuan was the representation of criticism of Ci in an epoch.
