Evaluation of Ecological Environment as a Tool for Governance——Based on the Water Environment Evaluation System

The complex elements such as “clear goals”, “logic of discipline”, “rational calculation”, “joint incentive(constraints)” and “guidance of information” generally outline the legal orientation and basic functions of the ecological environmental evaluation system. On the basis of the Party and Government (administrative) leading evaluation, actively exploring third-party evaluation and cautiously promoting public participation can effectively improve the legitimacy and implementation effect of the evaluation system. The mechanism of “Party and Government share same responsibility and double duty” has the characteristics of the isomorphism of the main body of responsibility, the same cause of responsibility, the separation of responsibility and the proportion of the consequences of responsibility. Some regulations confuse the Party discipline and the administrative responsibility. Although the benchmarks which are based on the results and supplemented by behavioral benchmarks increase the complexity of the formulation and implementation of the system, they have higher incentive compatibility. Although the application of the evaluation results put emphasis on instrumental rationality, we should retain necessary space for value rationality.

Between State and Society: The History and Logic of Water Management in Traditional China

Based on a relative differentiation between flood prevention and water conservation, this paper re-examined the water management in traditional China in a context of dynamic relationship between state and society. The result showed that when state became stronger and society became weaker, the intensity of flood prevention and water conservation activities increased simultaneously;when state became weaker and society became stronger, the intensity of flood prevention activities decreased, while it was not the same to water conservation activities; when state became weaker excessively,both the intensities of flood prevention and water conservation activities decreased. In comparison, the growth of state strength has comparative advantages in flood prevention, while the growth of society strength has comparative advantages in water conservation.

The Rights Structure and Implementary Path of Rural Homesteads’“Three Rights Division”:An Experimental Study of Yinqiao Town in Dali City

The division of ownership, ration and use of rural homesteads is a major measure in the reform of rural homestead system, which has a great practical significance and is badly in need of theoretical guidance, legal protection and further reform. In the process of rural homestead reform in Yinqiao Town, such practice as changing the homestead users and increasing its functions has become the embryonic form of“Three Rights Division”.However,some problems have also shown up, including collective resources having been occupied by people from other places and a lack of effective managements. So there is a pressing need for deeper and further explorations of “Three Rights Division” mechanism. After a brief review of rural homesteads’“Three Rights Division” issues from home and abroad,the essay mainly explores its rights structure and implementary path,based on the rural homesteads reform carried out in Yinqiao Town.It is concluded that: the practical experience in Yinqiao shows that the core of guaranteeing the collective ownership is to optimize the income right,disposal right and management right; it is an effective way to guarantee the farmers’ property right by the land adjustment and distribution mechanism, issuing the property certificate of the homestead, and the mortgage loan;The path of moderate release of the right to use is to protect the right to live, smoothly release the right to transfer, release the dividend of the right to development; protecting the villagers’ residence, smoothly transferring use rights, and permitting commercial operation on the homestead play a key role in moderately liberalizing the land-use right and releasing the reform bonus.To further promote the “Division of Three Rights” of rural homesteads,it is very important to take these measures including adherence to the bottom line of the reform in order to ensure social harmony and stability,empowerment of farmers.

Whether Housing Affects Urban Rsidents’ Health Level?——From an Empirical Analysis of Chinese General Social Survey(2015)

Based on the data of Chinese General Social Survey (CGSS) 2015, this paper analyzes the intrinsic logical relationship between housing and urban residents’ health level. Through two indicators measuring housing characteristics, housing property rights and housing area,the paper finds out that, the health level of residents with their own housing has been significantly improved. The analysis of the sample shows that housing area has stronger impact on the health level of the residents with higher economic capacity than the local average, and housing can significantly affect the health of residents aged 35 years old and above. In addition, the empirical results of IV probit is still robust and the propensity score matching method also proves that housing property rights can increase the probability of improving residents’ health level. According to the above, this paper suggests that, the government should give priority to the positive role of housing property rights in resolving residents’ problems, especially considering the importance of household purchases of the first housing to promote the development of economy and human capital.

Industrial Eco-environmental Heterogeneity and Location Selections of Cultural Firms’ Inter-regional M&A

Inter-regional M&A is an important way to mitigate cultural firms’ resource constraints and realize their great-leap-forward development. Affected by the heterogeneity of the regional industrial environment, the location selections of cultural firms in M&As are quite different. Based on resource-based theory, this paper constructs an index system of regional environmental assessment from the four dimensions of policy support, cultural resources, creative elements and industrial development and uses the data of 543 M&A events from 2008 to 2016 to exploit the impact of regional industrial environment on cultural firms’ M&A location choices and performance. The results suggest that the industrial eco-environment has significantly affected the cultural firms’ M&A activities. Considering the M&A performance, the improvement of the industrial eco-environment can bring growth effects to cultural firms. The better the environment where the target is located, the better the M&A performance of the acquirer, but the growth effect only exists in the M&A which the state-owned cultural firm as the acquirer. Further examine the mechanism of firms’ performance, and finds that the incremental support of the external environment can effectively reduce the operating costs of state-owned cultural firms. The findings have important reference for cultural firms’ regional selections and government to optimize the investment environment.

Research on the Developmental Logic of China’s Public Cultural Service in the New Era

Public cultural service is one of the most important issues in the field of public service and an important source of the country’s cultural soft power. By analyzing related literature at home and abroad, mainly in combination with the current local practice context, the paper will clarify related topics in the perspective of the publicity, the cultural characteristics, the serviceability, the technicality, containing the logic of value, content, action and innovation. The publicity of public cultural service is discussed by the definition of public function, the realization mechanism, the equalization of value, and the process standardization. The paperexplains the cultural nature of public cultural service by using the overlapping of multiple attributes of public culture and participatory governance. Then, serviceability of public cultural service is displayed by two-way interaction of service process and by efficient operation of service methods. In addition, technicality of public cultural service is interpreted by the renewal of service mode and by the construction of performance evaluation system. At last, this paper makes a series of reflections and prospects on the four internal logic of public cultural services.

Of Van Gogh’s Old Shoes: Heidegger, Schapiro, and Derrida

In “The Origin of the Work of Art”, Heidegger invokes Van Gogh’s famous picture “Old Shoes” to prove that the being of equipment can only be revealed by virtue of a work of art. However, it is this appeal to the very picture that irritates Schapiro because, in his opinion, the pair of shoes does absolutely not, as Heidegger believes, belong to a peasant but rather to the artist himself. For this reason, he writes “The Still Life as a Personal Object” to denounce Heidegger. Schapiro’s critique seems to be a deadly strike on Heidegger. It is under this situation that Derrida intervenes in this controversy. However, he intervenes neither to support Schapiro nor to argue in defence of Heidegger. According to Derrida, rather than hitting the mark, Schapiro’s critique makes the same mistakes but even more badly.

Tianxia Doctrine: Aesthetic Appreciation of Ideology Function in Landscape Paintings of the Song Dynasty

The concept of “Tianxia” derived from “Tian” is the organic unity of the three meanings of geography, psychology and social system. It is a transcendental value of integrity as the knowledge framework of ancient Chinese concept of thought. “Tianxia” has both cultural transcendence dimension and political reality dimension,and thus evolves into Tianxia Doctrine as an ideology and formes a trinity structure. Tianxia Doctrine is presented in an aesthetic way in the landscape paintings of the Song dynasty.The compositional structure with the “Three Farness” as its core is the presentation form of Tianxia Doctrine in the landscape paintings. The aesthetic image layout which reflects the structure of political ethics,is the structural system of Tianxia Doctrine presented in the landscape paintings. “Tianxia” is presented in the relationship between vacuity and reality in the landscape paintings in an aesthetic way,and cloud, water and negative space are commonly art methods used.

De-nominal Verbs in Modern Chinese Poetry

Different from noun-verb conversion, de-nominalized verbs are only found in provisional usage in modern Chinese. Such usage is possible to the extent that both the noun and the verb are involved in the event in question as a participant and the process respectively. This is realized through such grammatical means as positioning and aspect marking. Compared to those in other registers, de-nominalized verbs in modern Chinese poetry have three characteristics: (1) they are the results of the poet’s deliberate avoidance of existing verbs; (2) the poet’s use of de-nominalization is more open, and (3)more flexible. These are explainable by referring to the universal poetic features of de-familiarization and ambiguity. De-nominalized verbs in poetry showcase the continuous relation between poetic and non-poetic language and the plausibility and the explanatory capacity of the notion of “poetry as a Linguistic Special Zone”.

The Types and Geographical Distribution of “VP-Neg” Questions in Chinese Dialect

Interrogative pattern of “VP-Neg” plays a very important role in the positive and negative interrogative sentences in Chinese dialect. According to different negative words and the structure of sentences, “VP-Neg” can be classified as “VP+Negative Words”, “VP+Compound Negative Words” and “Positive Words+VP+Special Negative Words”. As a frequently used form in Chinese dialect, “VP-Neg” questions have a wide geographical distribution. One-to-one and one-to-many relations exist between the form of sentences and their semantics. In some dialects, interrogative pattern of “VP-Neg” has special expressions in usage.

The Relationship Between Local Interests and Yue-Han Railway Lines Planning in Hunan

In the late Qing and early Republic of China, there was a close relationship between railway and people’s daily life. Therefore, people realized that railway had play a very important role in improving their regional economic and social development. Hence, more and more persons with breadth of vision paid attenion to the construction, planning and circuit of railway. In the construction of Hunan section of Canton-Hankou railway, social elites of Xiangtan, Liuyang, Yueyang, Xiangyin went to lobby the officials in orde to make their regional benefit maximization. The phenomenon that fights for railway exists until today means the modern means of transport are important motivation to improve regional economic and social development.

From Cold Treatment to Active Participation: Wang Rongbao’s Political Activities in the Petition Campaign for the Opening of the Qing Parliament

In the late Qing dynasty, foreign aggressions occurred on the day and revolutionary turmoil arose. Under the recognition that “there is no quick opening of the Congress that could not save China from the dangerous situation”, the wave of parliamentary petition movements was rising constantly to its peak. Affected by this, a group of middle-level Beijing officials, who originally advocated the implementation of constitutional reforms, gradually moved from moderate to radical. Wang Rongbao was a representative figure of the Beijing officials. For the parliamentary petition campaign in the late Qing dynasty, Wang Rongbao’s attitude went from indifferent to active, and finally to passive. The changes in Wang Rongbao’s stance and behavior actually reflected the transformation of that of the middle-level officials within the Qing government. In addition, Wang Rongbao’s activities also reflected the political interaction between local gentry and the officials in the Qing dynasty, as well as the centrifugal tendencies of the middle-level reformist officials within the government.

Power, Social Construction and Globalization: Media as Social Practice for Audiences

Media plays a crucial role in an individual’s life. Media study is one of most significant fields to sociologists. This paper will focus on the issue of how media act as a set of social practices from three perspectives——political, sociological and developmental perspectives——regarding the development of media and media theory. It firstly seeks the links between media, power and ideology and explores how media can be viewed as the practice of power in classical political theory. It then sheds light on media as practice under the context of a global world from a developmental perspective, exploring how new media enables the audiences to become globalized citizens. Finally, the investigation examines how media act as the practice to influence individuals’ cultural and national identity construction from a sociological perspective. It concludes by suggesting that traditional media and new media are practices of power, globalization and cultural identity. It shows that media are the practice of power to disseminate ideology and distribute unequal social power relations under the framework of classical media theory in the historical contexts. However, as the development of new media, new media enable individuals to be media producer in a globalized context, and during such process individuals can obtain power from bottom-up. What’s more, in the process of identity construction, traditional media constructes a formed cultural identity while individuals’ diverse cultural identities are re-constructed by new media.

The Intrinsic Scale of Educational Progress

As an inner subsystem included in the whole social system, education not only plays a very crucial social roles but also concerning the value and dignity of a person. While for so long people was accustomed to regarding education as just the tool for economic, political, and social development, and following their standards to judge education’s own development, without thinking about the ontological value of education and the inner scale of educational progress. Actually, the ontological value has logical precedence. Therefore, this article argues that the intrinsic scale of educational progress should always focus on “the development of modern personality” and watching out for the arrogation, substitution or masking of this “intrinsic scale” by the “outer scales” from other social systems at all time. Concretely speaking, the intrinsic scale of educational progress includes three aspects as follow: (1)on the public opinion level, relative to the outer discourse mode from other social systems, the intrinsic scale of educational progress is firstly reflected in the endogenous force of professional discourse about educational progress and its leadership of other social fields; (2)on the educational evaluation level, in addition to the outer condition of fund input, building area, decoration style, and informationized degree, the intrinsic scale of educational progress especially stresses on the working intention, interpersonal atmosphere, emotional experience, and life quality, as well as the comprehension, trust and support of parents and society to schooling value and teacher’s work; (3) on the level of educational goals, relative to the outer scale of winning rate, enrolment rate, employment rate, the intrinsic scale of educational progress concerns more about modern citizen’s spiritual personality, which lays a foundation for the formation of modern society and modern state. Only then may we prevent the outer scales from arrogating, substituting or masking the learners subjective will and personality developmental periodicity, and then may we effectively change the abnormal phenomena such as many-sided “overstrain” and “early-maturing” which are caused by “the deprived development” and “the transcendental training ” in modern educational life.

Analysis on Strategic Interaction between the Revolution of Private Education Policies and the Participation of CPPCC Proposals

By using the data on proposals related to private education policies’ in Chinese People’s Political Consultative Conference (CPPCC) from 1983 to 2012, this paper made a preliminary analysis on the characteristics of action of the stakeholders for private education. We can understand the logic of action of stakeholders by comparing central policies and proposals’ opinions according to different classifications in different periods. And we discovered that CPPCC proposals often show different attitudes towards different policies. Specifically, most proposals expressed support towards encouraging and decentralized policies. As for regulatory policies which would limit the behavior of local governments or private schools, the number of related proposals declined rapidly after the introduction of policies. In the case of supporting policies with restrictive requirements, all stakeholders involved hoped that the actual policies would change towards their own interests.

Psychology Related to Nobel Prize in Sciences

The world-renowned Nobel Prize was founded in 1895, which has a very limited range in one of Nobel Prize: The Nobel Prize in Sciences, including only four traditional subjects: physics, chemistry, biology (or medicine) and economics. Although psychology is not on this list, it intersects with the Nobel Prize in Sciences. When modern psychology was in its infancy, scientists in other fields acquired many important discoveries from researches, especially the Nobel Prize winners Pavlov, Lorenz and others’ science researches had a great and far-reaching influence on the development of psychology. With the development and maturity of psychological science, the representatives of psychologists, Simon,Sperry,Kahneman,May-Britt Moser and Edvard Moser had also made great contributions to the Nobel Prize in Sciences with their outstanding achievements. Nowadays, psychology has become a considerable core discipline in the contemporary scientific system. Being an open and intersectional subject, psychology constantly assimilates and compromises the knowledge of other subjects and transfers related psychology knowledge to other subjects simultaneously. The status of psychology becomes increasingly important in the development of human society.
