The Nanjing National Government inherited crises of state structure and state-society derived from the national building and produced conflicting class relations because of its political nature,which to led the failure of two land reforms that would strengthen political rule and thus maximize the ruler's interest,and finally the total collapse of the regime.On one hand,this historical story classically testifies D.North's "the state dilemma" that is the born internal conflict of maximum of ruler's rent and maximum of social production;on the other hand,it makes North's theory more plentiful because it was internal structural conflict among the ruler's group that made land reforms failure and exhausted ruler's all rent.

The degeneration of grasslands in the North,not only influence the life of local people,but also the environment of most parts of the region.In recent years,the government has made out a series of policies and invested a large sum of capital to change the degeneration of the grasslands,which did not receive a good result.The farmers seemed to violate the policies the government made.This paper takes a semi-farm semi-pasturing area as an example,observing the recent change of the stockbreeding production,and analyzing the interaction of the behaviors of the farmers and the government.

Institutional Transfer And Localized Practice: Taking Legislative Hearings In China As A Case
The paper constructs a theoretical framework of institutional transfer,then applies it to analyze legislative hearings introduced and disseminated in China.After stages of theorization and legalization,legislation hearings are being practiced and idealized.For its further development,committees of People's Congress should be encouraged to hold more hearings in the course of drafting laws and make hearings regular for lawmakers.Only through learning by practice,can the institutional transfer become a process for stake-holders involved to learn together,and can rules relying on forced compliance become common ideas for people to follow willingly.

Empirical Research On Chinese People''''s Attitudes Toward Democratic Political System --Talking With Professor Russell J. Dalton On "Non-response"
One can draw a different conclusion when he/she ignored the non-response or not.Some scholars argue,based on the "World Values Survey" data,that 96% of Chinese support democracy when they ignored the non-respondents.However,analyzing the same data,this study reaches different conclusion.One must not ignore that about one fifth of the respondents answered "do not know" in the survey.Moreover,among those who claim to support democracy,42% accept non-democratic political systems as well.Logistic regression shows that these groups of people should be distinguished from those who only support democracy.Empirical evidences indicate that the above two groups are major supporters of the existing political system.

Postmodern Ethics In Literature: Late Derrida, Morrison, And Others
Through analyzing Sethe's infanticide and its consequences,this paper tries to shed light on it from the perspective of postmodern ethics,revealing the aporetic structure working in it at the same time.This is what Derrida calls the immunity and auto-immunity logic,that is,in order to protect itself,the community often turns against itself at the same time.This paper goes on to show that this structure exists in all levels of the communities.The American society before the Civil War,the black community,Seths's relationship with her children,and even the anti-terrorist activities are also following this logic.In conclusion,the paper points out that literature is a helpful and indispensable way to understand the mechanisms that govern our present-day world.

What Is There Still To Do For Committed Cultural Criticism?
The paper firstly recaps the diagnosis of the current society: in a thoroughly commodified society,fetishism,which leads to the fetish of images nowadays,invades all spheres of life;post-ideological consensus characterizes our times;thus,there is crisis in the humanities.Secondly,through the analysis of the theories of Karl Marx,Sigmund Freud,Georg Lukcas and Fredric Jameson and others on relevant issues,it proposes to the reader that the contemporary cultural critics should act as uncompromisingly critical ones to reveal the repressed,distorted constituent in capitalist culture,to deal with the crisis in the humanities and cultural distraction.In the last part,it offers a tentative reading of the successful Chinese film Hero by applying the above-discussed critical theory.

A Review Of The Official Statistic Activities And Data In Republican China
Chinese statistic system was gradually built up during the period of Republican China.After the Directorate-General of Budgets,Accounts and Statistics of National Government came into existence,great progress were made in the creation of statistic laws,the establishment of statistic institutions,the unification and standardization of the statistic methods,and the publication of statistic magazines.A lot of statistic activities were organized, and a great deal of statistic data were published.The official statistic data involved various aspects of social changes,and included both departmental and general information.They are the primary source of comparative history and the proper object of quantitative methods.From them not only the branches of history which meet some difficulties in cleaning up historical data such as social history,but also the branches of history which have a better groundwork such as political and economic history benefit.However,they are not fully valued in the study of the history of Republican China,and this condition will not be changed in the near future,since the material collection and textual analyses of them are still in difficulty.

Rising Of Merchant Movement And KMT
Merchant movement is one part of the mass movement in the new situation promoted in 1924.But the merchant movement sprung up a little later than the mass movement did.At first KMT payed a little attention to merchant movement,not because that the bourgeoisie did not care the politics before 1920's and did not work in those struggles,but because that KMT itself knew little about the bourgeoisie,such as their status and affect in the state,sometimes even had some prejudices against them.As the development of the mass movement and the demostic political situation,more and more members in KMT found that it was necessary to encourage the merchant,especially the petty bourgeoisie to join the political struggles.The view was reflected clearly in the Second National Congress of KMT,which promoted the late merchant movement.

Quality First Policy--A Study On The Feature Of Hua Chung College
Hua Chung College was founded in 1924.It closed in 1927 for the political upheaval.It was re-opened in 1929.During 1927-1929,the condition of politics and education of China changed greatly.So when Hua Chung College was re-opened, it is confronted with the competition from national universities as well as other Christian colleges.Faced with such situation,the leaders of Hua Chung College took the quality first policy.For one thing,they controlled the scale of enrolled students.For another,they asked all students to take a strict intermediate exam after four terms of study in order to assure the quality.As for the faculty team,its quality was always kept at high level.The ratio of the faculty-students was higher.This policy of Hua Chung College,which was established so late,gradually become the best Christian college in Central China,and could counterbalance other outstanding national universities as well.
